A critical new compliance rule issued by the U.S. Consumer Product Safety Commission (CPSC) will officially launch on July 8, 2026. All regulated consumer goods imported to the U.S. must complete mandatory CPSC eFiling electronic declaration via the ACE customs system before arrival. Traditional paper-only CPC/GCC certificates will no longer be accepted by U.S. Customs. Shipments without valid eFiling records face immediate detention, return shipping, and heavy fines — even small parcels valued under $800 are not exempted.
1. Two Core Certification Categories Requiring CPSC eFiling
All covered goods fall into two groups, split by target user age:
Group A: CPC Certificates (Products for Children Under 12)
All kids’ items demand a CPC certificate plus full eFiling submission:
- Toys: Plush toys, building blocks, remote-controlled cars, educational toys
- Baby supplies: Cribs, strollers, car safety seats, baby bottles
- Children’s apparel: Kids’ clothes, shoes, sleepwear, hats
- Kids’ furniture: Youth beds, tables, chairs, wardrobes
- Children’s electronics: Smart kids’ toys, kids’ smartwatches
Group B: GCC Certificates (General Adult Consumer Goods)
Adult daily commodities need a GCC certificate and matching eFiling:
- Home goods: Furniture, mattresses, carpets, curtains, storage cabinets
- Small home appliances: Lighting, kitchen electrics, battery-powered items
- Apparel & bags: Adult clothing, footwear, luggage
- Outdoor & sports goods: Bicycles, safety helmets, fitness equipment
- Miscellaneous: Stationery, lighters, holiday supplies
Exempt Goods (No CPSC eFiling Required)
Products regulated by other U.S. authorities do not need this filing: Food, pharmaceuticals, cosmetics, medical devices, automobiles, motorcycles (managed by FDA and NHTSA separately).
2. 7 Mandatory Data Points for Full eFiling Declaration
Importers must submit complete, traceable data pulled from valid CPC/GCC test reports; missing any single entry will cause customs clearance failure:
- Product ID: Unique SKU, model, UPC/GTIN codes for item identification
- Citation Codes: Official CPSC safety standard reference codes for your goods
- Date of Manufacture: Exact production month and year of the cargo
- Place of Manufacture: Full factory name, complete factory address, and valid contact info
- Product Test Date: Date of the latest official compliance test
- Testing Laboratory Details: Full name, address, contact information of the test lab. Note: All children’s product tests must be completed by a CPSC-recognized certified laboratory (verifiable via cpsc.gov/LabSearch).
- Point of Contact: Full name, address, phone number, and active email of the compliance record keeper.
3. How to Verify If Your Products Fall Under CPSC Supervision
Exporters and logistics partners can self-check coverage via official channels to avoid clearance risks:
- Visit the official CPSC eFiling portal: cpsc.gov/eFiling
- Use the Regulatory Robot tool: Input your product ASIN, item name, or HS code for instant verification
- Consult your licensed U.S. customs broker to confirm whether your HTS tariff code is subject to the eFiling rule
